1 Trade in plants, plant products, wine and organic products in the event that the United Kingdom (UK) exit the European Union (EU) without a deal (no deal Brexit). (1) The terms under which the UK will exit the EU continue to be unclear and the prospect of a no deal Brexit remains one of a number of possible outcomes. To assist exporters trading over this period, this FYI sets out the regulatory arrangements for the export of plants, plant products, wine and organic products that have been agreed with the UK in the event that a no deal Brexit occurs. (2) The UK Plant Health (EU Exit) Regulations 2019 (as amended) and the equivalent regulations in Scotland will apply in the UK. Under these regulations, unrestricted requirements for kiwifruit and onions will continue. MPI does not anticipate any major implications for any other significantly traded plant products (e.g. apples and timber) and plan to provide an update on these regulations to plant and forestry exporters prior to 12 April 2019. For further information produced by the UK government refer to ‘Importing and exporting plants and plant products if the UK leaves the EU without a deal.’ (3) In regards to phytosanitary certificates, there are some minor changes from EU requirements. The Ministry of Primary Industries will make Plants Import Country Phytosanitary Requirements (ICPR) and Forestry ICPR available to plant and forestry exporters prior to 12 April 2019 clarifying the new requirements. (4) All EU OMAR requirements will continue to apply to wine and organic products exported from New Zealand to the UK. (5) VI 1 wine certificates currently used for wine exports to the EU will be accepted by the UK for 6 months following the date they leave the EU. (6) The UK have provided assurance that they will continue to recognise the existing arrangements between the EU and New Zealand for the import of organic products. (7) In the event that New Zealand exporters can no longer generate Certificates of Inspection for organic exports to the UK in the EU TRACES-NT system, MPI will advise an alternative manual process for producing organic export certificates for the UK prior to 12 April 2019.
